For financial reasons.
Both were meant to play in Kakkonen C - the North - but now that group is two teams short.
If there are willing clubs to replace them it will happen, but two clubs are needed, not only one.
Some other arrangements still possible as well, perhaps some clubs are transferred from A an B as it might be easier to find eager clubs from the South.
Time will tell, but it is rather late already now.
