Stuart Baxter will continue as head coach - a fatal error by Finnish FA?

I am afraid the FA is sin cojones here - and they underestimate the people´s will here big time?

Or is it - as I think - just a strategy. Playing time, saving money and giving Mr. Baxter a chance to resign gracefully.
